Clint has been with TMPA since 2011. He feels the best part of the job is visiting members across the state and working to ensure every Texas law enforcement officer has the best legal representation possible.

A third-generation police officer, Clint is a retired detective from the Garland Police Department where he was responsible for investigating burglaries and crimes against children and persons. Before Garland PD, Clint served almost three years with the Plano PD.

Clint is a law enforcement instructor, Master Peace Officer, subject matter expert in various LE fields and served in the U.S. Marine Corps. In his off time, Clint enjoys spending time with his sons, travelling, and teaching/public speaking.

Leighton is a field representative covering the Houston Metro and Southeast Texas areas. He has been in law enforcement since 1993 and is currently a reserve deputy at Chambers County Sheriff Department. Leighton has been employed at TMPA since 2010.

Leighton has extensive knowledge and experience in contract bargaining and all aspects of police association matters. Born in Louisiana, He is a native of Beaumont where he attended Lamar University for Criminal Justice. Away from work, Leighton enjoys time with his wife and 3 boys, one of which plays college baseball.

Tony is the field representative covering the North Texas area. Tony began his law enforcement career in 1989 and retired from Frisco PD after serving at Allen PD, and the Collin County Sheriff’s Office. Tony enjoys meeting diverse groups of individuals from different parts of the state and serving them in any capacity.

Tony holds a Master Peace Officer Certification and has extensive knowledge in setting up new associations and helping them succeed. When he’s not working, Tony loves spending time with his wife Tara, his children, and grandson. He also enjoys Texas Country music, camping, and cooking.

Curtis has been with TMPA since June 2021. His favorite part of the job is making a positive difference in the lives of peace officers on their best days and their worst. He began his career in law enforcement 15 years ago and currently serves as a Patrol Sergeant at Forney PD. In addition, Curtis enjoys training, shooting, and watching his daughter play sports in his spare time. He holds a BS in Criminal Justice and Victim Studies from Sam Houston State University, Master Peace Officer Certification, and TCOLE Instructor Certification.

A part-time field representative since 2009, Buddy covers East Texas. His favorite part of the job is being able to serve and support TMPA’s members by sharing his experience and training in all facets of law enforcement, but especially post-traumatic emotional events. Buddy has been in law enforcement for more than 40 years, spending 30 years with the Jasper PD and retiring as a Police Captain.

Buddy holds a BS in Law Enforcement from Southwest Texas State University and a Master Peace Officer Certification.

As a field representative and trainer, Ray visits with officers and works to assist them during times of crisis. Prior to TMPA he spent 25 years in law enforcement, retiring from the Brenham Police Department after 22 years. During his career he served as a Patrol Officer, DARE Officer, SWAT Operator and Detective. He continues to serve as a Reserve Officer.

Ray holds a BA in Criminal Justice, and a Master Peace Officer Certification. Outside of work Ray and his family enjoy motorsports, especially open wheel and sport car racing. He also likes to jog and tinker with cars.

Robby is the field representative covering southeast Texas. Robby began his law enforcement career in 1995 and retired from Beaumont PD as a Special Crimes Detective after serving at West Orange and Orange PD. Robby served on the Orange County Area SWAT Team as a Team Leader. He is a Master Peace Officer, TCOLE Instructor, as well as a firearms instructor. Throughout his career, he spent 20 years involved with police labor relations and served as President of three local associations where he negotiated several successful police contracts. He enjoys speaking with officers about his experiences throughout his career as a police officer and as a police association leader.

When he is not working, Robby enjoys spending time with his wife Carol, his children, Ryan who graduated from Lamar University and his daughter Carmen who attends Sam Houston State University studying elementary education. .

Mike has been with TMPA for 16 years. He has worked across various divisions within the organization, including membership recruitment, Field Services, Training, and Government Affairs. He is proud of his and TMPA’s success with contract bargaining and public policy negotiating, and lobbying, at the federal, state, and local levels.

Mike’s 28+ years in law enforcement include work at Raymondville Police Department, Kerrville Police Department, and the Kerr County Sheriff’s Department. Over the span of 12 years, he oversaw recruiting, testing, background investigations, hiring, and field training coordination as a Sergeant. Further, he was honored to serve as an advanced hostage negotiator, SWAT commander and certified Range Master.

Mike enjoys being a father to his 5 children. Residing in the hill country, he spends his weekends cooking over an open fire, smoking meats, competing in BBQ cook-offs, and exploring the wineries along 290 with his amazing girlfriend.

David Kurylowicz retired from the Riverside Sheriff’s Department as a Captain after serving 27 years in law enforcement. He began his career at 19 years old as a Reserve Deputy Sheriff, later promoting to a full-time peace officer and eventually held every rank including serving as a Chief of Police. David has served in a variety of assignments throughout his career as a

Hostage/Crisis Negotiator, Background Investigator, Academy Instructor, and trained MedicoLegal Death Investigator. In 2003, David was awarded his department’s highest award, the Medal of Valor, for saving his partner’s life during a critical incident.

David earned his Associate Degree in Administration of Justice, a bachelor’s degree in Education and an MBA with a Criminal Justice Concentration, graduating Magna Cum Laude. He is a graduate of the Sherman Block Supervisor Leadership Institute, Phi Theta Kappa’s International Public Safety Leadership and Ethics Instructor Course and completed the prestigious Peace Officer Command College.

In addition to his full-time Peace Officer Career, David enjoys teaching, and regularly debriefs his Critical Incident. David is celebrating his 19th year of marriage and being a father to two adopted boys. He enjoys sushi and is an avid Star Wars fan.

Darrell Losoya attended Our Lady of Peace Catholic School and graduated from Alpine High School in 1989. After his high school graduation, Darrell enlisted into the United State Navy and continued his career in the US Navy Reserves until 1996.

Darrell started his law enforcement career in 1993 at the Brewster County Sheriff’s Office as a jailer. He is now the Assistant Chief of Police for the Alpine Police Department. He has been in employed with the City of Alpine since 1994. Darrell has over 28 years of law enforcement experience and is a Master Peace Officer. Darrell is a graduate of Sul Ross State University with a bachelor’s degree in Criminal Justice and Kinesiology. He is adjunct instructor for the Joachim Jackson Law Enforcement Academy at Sul Ross State University, and currently instructs in many courses and concentrates in crimes against children/family. Darrell has been a member of the Texas Municipal Police Association since 2002 and has been a field representative for TMPA since September 2020.

Darrell has been married to wife, Belen for more than 25 years. They have 3 adult children Glenn, Anaya, and Rubi.

JP is a full-time field representative covering the South Texas area. He is a former Deputy with the Hidalgo County Sheriff’s Office and previously worked for the Weslaco Police Department and with the Hidalgo County DA HIDTA Task Force. JP became a TMPA field rep because he wanted the opportunity to work for a professional law enforcement association that is dedicated to the protection of men and women who serve their community.

JP holds an Advanced Peace Officer Certification, TCPA Crime Prevention Certification, TTPOA SWAT Certification, Cooper Institute LE Fitness Specialist Certification and a Texas Crime Stoppers-Coordinator Certification. Outside of work, JP enjoys spending time with his wife and three daughters as well as working with his church youth group on community projects.

Jay began his law enforcement career at the Fort Bend County Sheriff’s in 2003. In 2007, he joined the Missouri City Police Department where he currently serves as the Administrative Sergeant and Training Coordinator. He has worked in various divisions within the department during his career including patrol, criminal investigations, and special operations.

Jay has always been an active member of his local police association and has held every position on the executive board and currently serves as the Vice President and FOP Trustee. He looks forward to supporting members across the State of Texas as Training Coordinator. He is married to his wife Laura, and they have two boys, Hayden and Lucas.

R. Shawn Meissner is veteran law enforcement officer with over 20 years’ experience. Shawn earned a bachelor’s degree in Training and Development and graduate course work in Human Resource Development, graduating Summa Cum Laude.

Master Peace Officer and Advanced TCOLE Instructor, Shawn is both certified through the Reid Institute in interview and interrogation and the ACFE as a Certified Fraud Examiner. Through his training, education, and experience, he has been recognized by the Texas Attorney General’s Office as a law enforcement expert.

John “JW” Wilkerson entered public service at the age of 17 by enlisting in the United States Army. After serving in the Army, JW attended and graduated from the Alamo Area Council of Governments Law Enforcement Academy in San Antonio Texas in 2004. JW holds a Master Peace Officer license and is an advanced TCOLE instructor. JW frequently teaches firearms and intoxicated driver courses to law enforcement.

Since becoming a Peace Officer, JW has worked with both municipal and county law enforcement, currently commissioned as a deputy Sheriff. JW came to work for TMPA in 2012 as an instructor for a grant funded training program. Soon thereafter, he was promoted to grant manager, where he remained until joining the field services division in 2015. While in the field services division, JW worked to provide support to TMPA members through disaster response, critical incident response, training Texas Peace Officers in various disciplines, contract negotiations and local association start-up and support.

In 2020, JW was assigned to the Government affairs division, where he works to ensure the Texas Legislature is informed on Law Enforcement and labor related issues that affect the profession.
