Executive Director

Chris Heaton

Chris Heaton came to TMPA in September 2000 with 18 years experience in law enforcement.  He began his career with the Stephen F. Austin State University Police Department prior to his move to the Plano Police Department in 1984.  Chris served in Patrol, Criminal Investigations, Narcotics, and Support Services. He received the Meritorious Service and Medal of Valor awards during his tenure in Plano. Chris is a past President of the Plano Police Association and he served as TMPA President in 1992-93. 

During his tenure with TMPA, Chris introduced new member services and special programs that support law enforcement and expand the overall organizational mission.  Through these efforts, TMPA has experienced tremendous membership growth and expansion of operations.

Chris received his Bachelors degree in Political Science from Stephen F. Austin State University and he holds a Master of Public Administration degree with an emphasis in local government management from the University of North Texas. 

Deputy Executive Director
Kevin Lawrence

 

Kevin Lawrence brings 22 years in law enforcement, and is a retired officer from the Seabrook Police Department. During that time Kevin served 11 years on the TMPA Board of Directors with 2 terms as President and three terms as Treasurer.   Kevin manages our member services division, which includes supervision and support for TMPA staff membership development and local association assistance. Kevin also assists local associations with pay referendums, collective bargaining, and contract negotiations.  

Deputy Executive Director
Tom Gaylor

Tom Gaylor manages and directs the TMPA legislative effort and public affairs.

Tom came to TMPA in April 2001 from the Plano Police Department, where he was most recently assigned to Narcotics and attached to a federal task force.  Prior to his employment with Plano P.D., Tom worked for the University of Texas at Arlington Police, where he also obtained his B.A. in Criminal Justice. 

Tom also holds a M.A. in Organizational Sociology from the University of North Texas.  Tom served on the TMPA Board of Directors and as President of the Plano Police Association prior to his move to TMPA.  

Deputy Executive Director

Mitch Landry

 

Mitch Landry became Deputy Executive Director for Special Programs, overseeing all grant-funded, charity and training programs in November 2007.  He came to TMPA in 2001 as the Program Coordinator for the TxDOT "Buckle Up Texas" grant.   He was promoted to Program Manager in January 2002 and became Director of Administration and Communications in 2004.  

Mitch worked for the San Angelo Police Department for 12 years and served in various assignments, including Patrol, Narcotics, and Criminal Investigations.  

Mitch served on the TMPA Board of Directors for 10 years and he is also a past President of the San Angelo Police Association and TMPA.  He has a B.A. in Government, with an emphasis in Criminal Justice, from Angelo State University. 

Project Director
Jeff Olbrich, Ph.D.

 

Jeff Olbrich manages and coordinates all evaluation services for our grant-funded programs, which have important processes in place to judge the effectiveness of these programs.   

He
comes to TMPA from the Texas Commission on Law Enforcement where he was the Deputy Chief over Credentialing Services. That function included managing the Commission’s training data entry, testing, licensing and certification, and public records functions.

Jeff holds a Ph.D. from the University of Texas at Austin in Sociology with a specialization in Criminology and a secondary area of Quantitative Methods. Jeff has been a full-time faculty member at Concordia University in Austin and is currently an adjunct faculty member at St. Edward’s University in Austin teaching statistics courses.

General Counsel

Randy Doubrava

Randy Doubrava brings to TMPA 19 years of experience in the private practice of law.  During this time, he developed a broad base of experience in many areas including employment law, litigation, litigation management, administrative law, corporate law, intellectual property law, fiduciary law, trusts, contracts, and investments.  Before joining TMPA, he was a partner with the law firm of Brown McCarroll, LLP.  He began his legal career with Akin Gump in Dallas.

As General Counsel, Randy provides legal advice and counsel to senior management, the Board of Directors, and manages the legal defense plan.

Randy obtained his Juris Doctor degree (with honors) from the University of Texas Law School in 1988.  He earned his B.B.A. in Finance (with highest honors) from the University of Texas at Austin in 1985.

Elizabeth Roden, C.P.A.


Elizabeth Roden came to TMPA with over 20 years experience in accounting including 14 years experience with nonprofit organizations.  She has extensive experience with multi-million dollar organizations. 

Elizabeth graduated Summa Cum Laude with a B.B.A in Accounting from the University of Texas-Pan American, where she also earned her Master of Business Administration degree.  She is a licensed Certified Public Accountant in Texas and Louisiana and she also earned designation as a Certified Fraud Examiner. 

Senior Field Representative 
Noel Johnson

Noel serves as a primary resource for law enforcement agencies to provide a link between TMPA and our members.  Member Services Liaisons are responsible for addressing local association issues as well as supporting the Peace Officers Legal Defense Fund. Noel graduated from Stephen F. Austin State University with a Bachelor of Arts in Criminal Justice and Sociology.  He then worked as a police officer for the College Station Police Department and Georgetown Police Department. In addition, Noel is a TCLEOSE Instructor and holds a Master Peace Officer Certificate. Noel has proudly been serving TMPA since 2001.

Dick Brock

 

dick brockDick Brock comes to TMPA after 26 years in law enforcement. Dick attended Angelo State University , majoring in government with a criminal justice option. He began his career as a dispatcher with the San Angelo Police Department. From there, he went to work for the Angelo State University PD as a Campus Police Officer. He later moved back to the San Angelo Police Department where he served in the Patrol, Identification, and Detective divisions. Dick retired from the San Angelo Police Department in 2003 and was appointed and later elected Constable of Precinct #2 in Tom Green County .

During his tenure as a peace officer, Dick served on the Board of Directors of the San Angelo Police Officers Association and was elected President twice. Dick also served on the TMPA Board of Directors for 9 years and served as President from 1996-1997.

Mike Gomez

After four years of serving as a TMPA Field Representative, Mike is thrilled to advance the Association as the new Training Coordinator. Being active in training over the past 14 years, Mike has developed the knowledge of different department's budget and training needs. As Training Coordinator, this knowledge will allow TMPA to develop training curriculum and unique training opportunities to members across Texas. Mike holds a Master Peace Officer license along with 16 years of experience in law enforcement. He is excited to assist in TMPA's mission to promote professionalism in law enforcement through comprehensive training.

Field Representative/Collective Bargaining Coordinator
John Sierega

John recently joined TMPA after relocating his family to Austin from Los Angeles.  In Southern California, John served the Inglewood Police Department for 17 years, where his assignments included training officer, vice, major narcotics, federal narcotics task force, field supervisor and motor sergeant.  John has a wealth of association experience, having served as a Director with both the local police association and later, the police management association.  John holds an Advanced Certificate from the California Commission on Peace Officer Standards and Training.

Tracy Chance

Tracy came to TMPA in August 2007 with 21 yrs of experience in law enforcement.  He began his career with the El Segundo Police Dept. in Los Angeles, Ca.  After 4 ½ years, he transferred to the Inglewood Police Dept where upon he retired in 2005.  Tracy held such assignments as patrol officer, narcotics, gang and vice investigator, SWAT officer, field training officer, criminal investigations and administrative services.  Tracy’s biggest accomplishment during his career was rewriting the Inglewood Police Department's policy, procedural and field training officer manual while assigned to the accreditation unit.  He also holds an advanced police officer certification from POST (Ca.)

Jaclyn Kerbow


Jaclyn Kerbow joined TMPA after working in the Texas House of Representatives for the former Chairman of the Law Enforcement Committee.  Jaclyn’s duties included but were not limited to research, policy initiative and stakeholder negotiations.  Though her responsibilities were broad her focus was on law enforcement related issues. Jaclyn graduated from the University of Texas at Austin with a degree in Political Communications and a minor in Writing.  Before her time at the Capitol, Jaclyn worked on several successful political campaigns at the state and local level. She has also worked on fundraisers and specifically executed fundraising events for statewide elected officials. Jaclyn’s father is a career Texas peace officer with over 31 years of experience in municipal law enforcement.  Her upbringing in a law enforcement family will prove to be essential for her work as a TMPA Field Representative.

Field Representative
(G.M.) Buddy Rector


Buddy began his Law Enforcement career there with the Lockhart Police Department in 1972.  That same year he graduated from Southwest Texas State University.  In 1976 he moved to East Texas serving with the Kirbyville PD and Jasper County SO.  In 1978 he joined the Jasper Police Department where he retired as Captain in 2008.  He has taught for several academies and other agencies.  He holds a Master Peace Officer Certification as well as Instructor License and Firearms Instructor.  He also has a great deal of experience in multi-agency operations have participated in numerous high profile situations.   Married since 1976 he and his wife have two daughters (one is a LEO) and two granddaughters.  He looks forward to serving his fellow members of TMPA.

Leighton Guarnere

Leighton Guarnere comes to TMPA after 15 years of experience in law enforcement. Leighton attended Lamar University, majoring in criminal justice. He has worked for Sugar Land Police Department, where he served as an FTO, Honor Guard Member, and child safety seat technician. Leighton also worked at Groves Police Department in the patrol division. Leighton has vast experience in contract negotiations. While working in both Groves and Port Neches he successfully held positions as Vice-President and President of their Police Officer's Associations. In fact, the most recent contract he negotiated for Groves resulted in the highest pay raise in the history of the city. He currently resides in Port Neches, Texas with his wife and three sons, and looks forward to beginning his career with TMPA.

Mandy Wallis


Mandy is the newest addition to TMPA’s membership team and she brings with her 12 years of association experience. Mandy provides support in membership services and member account management, as well as assisting members with attending training courses and submitting TCLEOSE hours for certification within our training department. Mandy is proud to offer her assistance to the organization's mission to promote professionalism in law enforcement.

Jared LeFlore

Jared joined TMPA to provide additional support to our growing membership base. He comes to TMPA with extensive customer service experience, accounting expertise, and administrative knowledge. Jared is here to assist members with account updates, dues payment troubleshooting, and general account maintenance. Jared will soon complete his B.B.A. in Accounting through the University Of Texas School Of Business Administration.

Castula Guzman


Castula is the first voice you hear when calling into TMPA. She has vast experience in customer service, administrative assistance and office managerial skills. Castula has worked as an assistant in legal offices and is skilled in handling sensitive, confidential information as well as relating to law enforcement personnel and city officials. Castula's experience and background make her a great asset to TMPA, the state office, and the membership as a whole.

Associate Director of Public Affairs
Darlene Lanham

 

Darlene holds a Master of Public Affairs from the Lyndon B. Johnson School of Public Affairs at UT Austin. She is Chairwoman of the City of Austin Commission for Women, where she advises the City Council on matters of women’s policy. Darlene is also an Advisor on the Capital Area Council of Governments Criminal Justice Advisory Committee. In addition to her civic work, Darlene volunteers for national organizations; she serves on the Board of the Centex American Society for Public Administration and is the Chapter Director for the National Coalition Building Institute. She has moderated discussions for Texas Forums/Future Forums on the issues of Social Security, Medicare and Democracy. Prior to her studies in public policy and administration, she managed events at the University of North Texas College of Music. Her knowledge in performance management, public financial analysis and strategic planning enhance the services we offer. Darlene is committed to professionalizing law enforcement through education and representation—she is proud to contribute her skills to our mission-driven projects.  

Public Affairs Associate
Meredith McKinney


Meredith holds a Master of Science in Applied Sociology from the University of Texas - Dallas and serves as Managing Editor for a top-tier academic criminology / public policy journal, Crime & Delinquency. Meredith is Chairwoman of the Texas Lone Star Media Forum, a board member on the Texas Juvenile Justice Round Table, and an active member of the Texas Medical Clearance Work Group. She joined TMPA after serving the State of Texas during the 81st Legislative session as Assistant Clerk on the House Committee on County Affairs. Prior to her work at the Capitol, she served as Research Operations Manager for the Institute of Urban Policy Research at the University of Texas Dallas. Meredith also holds a B.A. in Criminology with a minor in Psychology.

SAFVIC Program Manager
Jennifer Gonzales

 

Jennifer joined TMPA in 2002 and currently manages the Sexual Assault and Family Violence Investigator’s (SAFVIC) course. Prior to moving into the SAFVIC Program Manager role in 2005, she led our research and evaluation effort in several areas including: the TxDOT “Police Traffic Services” and “Improving DWI Processing” programs, the TABC “Reducing Underage Drinking among College Age Individuals”, and various TMPA projects. Jennifer holds a BA in Psychology from St. Edward's University.

SAFVIC Program Coordinator
Brooke Hinojosa

 

Brooke has been the Program Coordinator under the CJD grant for the Sexual Assault Family Violence Investigators Course (SAFVIC) since 2002. Prior to that, she worked for TCLEOSE in the Licensing/Certification Division as well as serving on major projects such as the Texas Peace Officers' Memorial, Texas Police Corps, and the TCLEOSE newsletter "Close Up". Brooke has a B.A. in Sociology and Anthropology from Southwest Texas State University in San Marcos.

SAFVIC Program Analyst
Nicole Martinez


 

Nicole currently works as the Program Analyst on the Sexual Assault Family Violence Investigator’s Course (SAFVIC) and has been working on the program since 2005.  The SAFVIC Program is administered by the Training & Research Institute for Professional Law Enforcement (TRIPLE).  Nicole is responsible for researching various topics, writing articles, and creating the program’s quarterly eNewsletter, SAFVIC on the Scene.  Prior to her work on the SAFVIC Program, Nicole was a legislative assistant at a local lobbyist firm.  She received her Bachelor of Science Degree in Criminal Justice with an emphasis in Law Enforcement and minored in Forensic Psychology at Texas State University.  While attending Texas State University, she was a member of the American Criminal Justice Association - Lambda Alpha Epsilon, a criminal justice fraternity.  Being part of the TMPA/TRIPLE team allows her to share her common interests in improving the professionalism among law enforcement officers through research, education, and training.

Ken Smith

 

Ken comes to TMPA from the City of Austin Police Department where he was the Program Manager for Austin Police Department’s (A.P.D.) Selective Traffic Enforcement Program grants. During his tenure as the STEP Manager, A.P.D. was recognized by the State of Texas and the National Highway Traffic Safety Administration for superior performance in obtaining 90% compliance for seatbelt use in the City of Austin. Ken holds a Master Peace Officer Certification and is currently a Reserve Lieutenant.

Lead Law Enforcement Liaison
Bryan Bell


Bryan became Lead Law Enforcement Liaison, overseeing Police Traffic Service and LEADRS programs in September 2009.  Bryan joined TMPA as support on the DWI Online Reporting System "LEADRS" in October of 2006. He comes to TMPA from the Brownwood Police Department where he served six years as a patrol officer. Bryan held the position of Field Training Officer where he assisted in revision of the FTO program for the Brownwood PD. He was acknowledged for his duties and was awarded Officer of the Year in 2006. Bryan has been a certified police officer since 2001 and still holds his commission as a Reserve for the Brownwood Police Department.  Bryan holds an Advanced Peace Officer certification from TCLEOSE and a bachelor degree in Business Administration with a specialization in Computer Informations Systems from Howard Payne University.

Michael Earney

Michael comes to TMPA from the Kerr County Sheriff’s Office where he was a Training Sergeant. He currently holds a reserve status with the same rank.  Michael has over 13 years of experience in all fields of Law Enforcement and more than 3500 continuing/training education hours.  Michael has been a Patrol Deputy, Corrections and Communications officer as well as an administrator, and has received many departmental as well as citizen recognitions for his accomplishments.  Michael obtained his Master Peace Officer certification in March 2006.

Ray Dittrich

Ray Dittrich

Ray has over six years of law enforcement experience, serving as a Constable's deputy and municipal police officer. He started his career with the Hunt County Constable's Office prior to joining the Commerce Police Department. He served as a Patrol FTO and Community Resource Officer before coming to TMPA.

Ray is an experienced TCLEOSE and defense tactics instructor and is a certified Hostage Negotiator. He holds an Advanced Police Officer Certification from TCLEOSE.

Law Enforcement Liaison

Garry Parker

With a Master of Science Degree in Criminology from Concordia University, Garry has devoted more than 30 years of his life serving the citizens of this country, first as a United States Marine and as a State Police Officer retiring from the Texas Department of Public Safety. During his Law Enforcement career he worked in enforcement, civil defense management, dignitary protection and public information and education. Garry is a level 3 accident reconstructionist and has testified as an expert witness in tort claims and civil actions. He is a Traffic Safety consultant and has developed a Driver Safety Training Course for use by drivers of all ages in an effort to reduce crashes, injury and death. Garry has served as keynote speaker for many national conferences and has won many national awards for his program development and presentation skills. Garry was awarded the Texas Commission on Law Enforcement Officers Standards and Education Law Enforcement Achievement Award in 2007. He uses southern humor to connect with the audience and his ability to educate through entertainment makes him a delightful instructor.

National LEADRS Manager
Curt Wilson

Curt Wilson brings over 30 years law enforcement experience to TMPA, including 23 years as a Los Angeles Police Officer where he held such assignments as patrol officer, narcotic and vice investigator, PT/SD Instructor, SWAT officer, International Affairs investigator, CRASH supervisor, and watch commander. He has served as Chief of Police in both the cities of Runaway Bay and Bridgeport, TX. He has also spent the last 4 years working at Weatherford College, teaching both Criminal Justce and the Weatherford College Police Academy. Curt has a strong background in training systems. He has delivered training at the international, federal, state and local levels since 1980. He is an instructor in self-defense, firearms, tactics, supervision, Internal Affairs investigations, and terrorism. Curt also teaches SAFVIC and CIT currently. He holds a Master Police Officer certification, TCLEOSE instructor license, and is an FBI range-master. Curt completed his studies at Mid Western State University in 2004 and is expected to complete his graduate work this fallat Tarleton State University in Criminal Justice.

Grant Administrator
Julie Linn


Julie Linn Julie joined TMPA in April 2001 as a Program Assistant to the "Buckle Up Texas" wave support grant and she was promoted to Program Coordinator in January 2002. Julie comes to us with an extensive background in marketing and media relations.  She worked as a marketing coordinator on budgeting, press releases, and other media campaigns.  She also worked for two years in an advertising agency where she bought and planned media for many high profile corporations. Julie graduated from St. Edwards University with a B.A. in Psychology and worked with the Travis County District Attorney's office counseling battered women before going into marketing.

Grant Administrative Assistant
Ben Gorby

Ben joined TMPA in 2009 to provide administrative support for PTS\LEADRS grant. He graduated from Stony Point High school in 2006. He is currently working on a Bachelors degree in Business Administration from a local college. He has had extensive experience working with law enforcement and legislators at the State Capitol. He is also very knowledgeable in customer service and administrative assistance. He is extremely excited to be a part of such a great organization and looks forward to helping in as many ways possible.

Audrey Hukari


Audrey holds a BA in Political Science from Southwestern University in Georgetown, TX. She began at TMPA by providing administrative support, eventually moving into the training and membership department, and is now providing support for the DWI Online Reporting System and "Buckle Up Texas" through research and data analysis. Previously, Audrey worked in Louisville, KY with a non-profit agency doing community organizing for social justice. She has also worked in the Texas State Capitol offices.

CRASH Program Lead Instructor
Scott Kelly

Scott Kelly comes to the TMPA after 17 years of Law Enforcement experience at the local, state, and federal levels.  Scott served as a Patrol Officer, F.T.O., and S.W.A.T. member with the Corpus Christi Police Department.  Scott also spent two years as a State Game Warden with the Texas Parks and Wildlife Department and over 8 years of service as a Special Agent / Criminal Investigator with the U.S. Secret Service.  During his career, Scott received a “Gold Seal” Commendation from the Chief of Police and two Meritorious Service Awards while serving as a uniformed member of the Corpus Christi Police Department.  Additionally, he was recognized with over 17 emergency medical responses of a U.S. Secret Service protectee while serving as a Special Agent with the U.S. Secret Service.  In the private sector, he has served as the Director of Security for both the Texas Scottish Rite Hospital for Children and the Texas Rangers Baseball Club.  Scott attended The University of Texas and graduated with a Bachelor’s degree in Criminal Justice from Southwest Texas State University.

CRASH Instructor
David McGarah

David comes to TMPA with over 20 years of law enforcement experience, and will be serving as a CRASH Instructor. He has served at the Austin Police Department and the Williamson County Sheriff's Office. Most recently, he was Lieutenant over the training unit at Williamson County. David has vast experience as a law enforcement trainer and holds a B.S. in Education from Texas State University. He looks forward to supporting the TMPA mission to promote professionalism in law enforcement through comprehensive training.

FRIDAY/CRASH Program Assistant
Anna Lopez

Anna began a couple years ago with TMPA as the office assistant. She was the first voice of TMPA but will now add her experience and knowledge to our new developing grant programs. Anna was a Receptionist and Legal Assistant for two years for a Criminal Defense Attorney in Austin. She is also very knowledgeable in customer service and administrative assistance.  Anna is very excited to have joined with TMPA and be apart of a great team. She will now be assisting on the newly developed Youth Alcohol Program.

Carole Metcalf


Carole joined TMPA after six years with the Williamson County Children’s Advocacy Center as the Supervisor of Forensic Services and four years with Child Protective Services as an investigator.  She has also worked at the Texas Commission on Law Enforcement where she assisted with the research and development of various law enforcement training programs.  Carole completed her undergraduate degree in Behavioral Sciences at Concordia University and her graduate degree in Liberal Arts at St. Edward’s University.

National LEADRS Lead Programmer
Clayton Raymond

Clayton Raymond works on the development of the LEADRS National web based reporting system. He received his B.S. in Computer Science from George Mason University. Clayton has over 20 years experience as a computer programmer, specializing in the development of microprocessor and web based applications. Clayton works with SQL Server, SQL Server Reporting Services, Visual Studio, .NET framework and VB.NET developing the LEADRS National Reporting System.

Israel Campos

Israel comes to TMPA from the Reeves County Sheriff’s Office where he was the Training Coordinator. Israel continues to reside in Pecos where he retains his peace officer commission under the reserve program. During his tenure as Training Coordinator, he was honored by the Reeves County Area Chamber of Commerce as being the Law Enforcement Officer of the Year in 2002. Prior to becoming the Training Coordinator, Israel was a Senior Deputy Sheriff and Explorer post coordinator. Israel has set his occupational goals and made assisting officers his number one priority.

Accountant
Katie Harwell


Katie recently graduated from The University of Texas at Austin with a Bachelors of Business Administration with a major in Accounting. During her college years, she volunteered with the Community Tax Centers doing income tax returns for the less fortunate. She also tutored high school students for the Texas Assessment of Knowledge and Skills exam helping fulfill the Bill and Melinda Gates Foundation’s “High School Redesign” initiative. Aside from her duties in the accounting department, Katie helps prepare the financial information for SAFVIC, FRIDAY, PTS, and Crash Records, as well as preparing the Request for Reimbursement each month.
