Representative Garnet Coleman filed HB 2702, the Sandra Bland Act, a bill that would require additional de-escalation training for DPS and other law enforcement, punish those who repeatedly racially profile, and calls fore more police reform.
TMPA Executive Director Kevin Lawrence says it handicaps justice.
“Our concern is that much of it is based on rhetoric. It would prohibit any search done with consent of the individual that was stopped, it would prohibit any arrest on Class C traffic offenses,” said Lawrence.
Lawrence added that those who are sick should have access to mental health services, but that should happen long before a police encounter. He also agrees on longer and better training for officers.
